Regarding the player with Scorpion’s tail…I’ve always used the Advanced Set Rules for Hi-Tech heroes where adding powers, using found tech, and even tinkering does not cost karma, but does require resources and feats.
It’s one of the advantages of playing that tech character is the ability to adapt and grow quickly. Having them spend karma like any other hero takes away their chief advantage.
